This is a picture of me Billie Jean Kanios while sitting at my desk working as an Alcohol Drug Counselor with a National Certification, NCAC-I. I am 58 years old and looking for work in the field of HIV Case Management. I want to earn a decent living. I was off for four years due to a medical disability and I return to a recession. The World is cruel. The beautiful dog, is my 14 year old partially blind Jack Russell Terrier, her name is Patty. She is the love of my life. If Conard House has there way, come October 18th, 2011 they will begin the process to move me to a shelter since Social Security withheld half of my money for October. The Merced County District Attorney has corrected the problem and notified SSA to correct there paper work and return my money. All this takes time. Conard House is to quick to shoot the gun. They want to blast me out of here for something that was beyond my control. Not one staff member has tried to help me here talking to the Merced D.A. or Social Security Administration. I really need an attorney to come forward to assist me in dealing with Merced District Attorney for creating this mess by accident, but still culpable, and 2 for Conard House for pain and suffering and .... more to be determine. A peace full rally is being planned for Jackson House later in the week or the following week. Hello my name is Billy Jean Kanios, native San Franciscan, age 58, and presently unemployed. Four years ago I took a medical disability and began collecting Social Security. It only took a year for me to decide this was not for me and began working my way back in to normal society. I went to a leading treatment center to address induced trauma, PTSD, and major depression. After I completed treatment with the Walden House Trauma Unit, I was transferred to Conard House, specifically, Jackson House, a supportive housing program and subsidized by the San Francisco Department of Public Health, Community Behavioral Health Services, James Stillwell Director. I subsidized this subsidy by paying an additional $560.00 for the present time, come February the cost is down to $475. On September 28, 2008 I received a letter from the Social Security Administration that my benefits will be reduced by $350 due to a court ordered garnishment from the Merced County District Attorney’s Office. I contacted Merced County and they were so nice to me and immediately informed me a mistake was made. Their computer initiated a new garnishment order and served it to Social Security. That Merced corrected this information in their computers and notified Social Security to put things back as they were. Great news I thought I would had my check on the 3rd and be able to pay rent here. No such luck, my paper work is being processed by SSA. I notified my case worker here at Conard House of this event who in turn contacted Conard House Property Management, Mr. Markyle Henderson, MARKYLE@conard.org, of the circumstances. I was told they will hold till the 18th of October, 2011 before starting a legal action against me, unlawful detainer. Mr. Markyle Henderson and his associate Paul Schmidt, Senior Property Supervisor. The phone number for Henderson is 510-701-7462 and for Schmidt it’s 415-810-9219. These two gentlemen our responsible for the management of 28 pieces of property which serves a total of 1,788 clients in the mental health system. Occupy Wall Street the criteria of the rich getting richer, maybe we need to look at programs like this one and its corporate greed!

This program accepted me from Walden House and has brought me to a destabilizing environment. What comes first, client’s welfare or the all might dollar? As care providers we have an obligation “To do no harm to those we serve.” As service providers we need to have a contingency management program in the event of unusual circumstances that can present themselves in a client’s life at any moment. I am waiting for Social Security to correct the actions of Merced, yet I am going to be punished for the actions of a Government Agency and face possible displacement to as my counselor Jenny Haley, jenny@conard.org and told me to check in with her on October 17th, 2011 so she can begin making referrals to the local shelter system here in San Francisco, Shelter Plus Care. The Program Director here is Laura Wolterstorff, MFTI, an intern running a program, which is interesting laura@conard.org. The Executive Director is Richard Heasley who is located at the Conard House Administration Offices, 1385 Mission St., Ste. 200, 94103, 415-864-7833.

I am asking that Conard House – Jackson House demonstrate a little patience, and to be so quick to execute a senior citizen and his fourteen year old Jack Russell Terrier. Conard serves 1,788 all more then likely subsidized as I am by the Department of Public Health and collection of rents in the approximate tune of $715.200 monthly based on this formula (1788 x $400=715,200.). Reflection my rental estimate may be off as some of these clients are receiving money management services. So who knows, it’s a guess. Corporate greed as they push at me to leave. It’s of no fault of mine, Merced County District Attorney’s Office needs to be held responsible for any damages against me. Conard House also needs to be held culpable for any adverse action against me and my dog.

I am in need of a pro-bono attorney who can help us. I am in need of financial donations so that I can make payment to these corporate tyrants at Conard House.

I need the help of my community. I have fought the fight of HIV disease in this town for 30 years and saved many lives as an HIV Case Manager, Nationally Certified, NCAC-I. I am a registered Addiction specialist authorized to provide services in California. I have been looking for work for 5 months and maybe something is getting ready to break for me next week, but until then I am destitute and need your help.

Please voice your opinions to Conard House Staff, and then take a moment to speak out for me to the San Francisco Health Commission, James Illig, President of the Board, 101 Grove Street, San Francisco. It’s the Health Commission that puts this subsidized money in these programs.

Closing thought: What happened to the real Jacklson House Residential Program, this is who they were: A licensed 16-bed 24-hour residential treatment program for adults leaving a hospital or institutional care who need counseling and intensive life skills development in preparation for community living and returning to work. This Pacific Heights program includes a component for monolingual Asian clients. For more information about the referral process please call 415.346.6380.

And this is Jackson House today: The Jackson Street Community for Supported Self-Management is a new nine-month resident fellowship program designed to prepare and empower people transitioning from supportive housing towards recovery oriented goals.

For more than 50 years, Conard House has provided effective, community-based resources for San Francisco's vulnerable adults living with serious mental illness. Every day, clients working with our skilled team find healthy pathways to recovery, and utilize those resources — including a combination of counseling, treatment, programs and other services — in order to self-manage chronic medical and mental illnesses.
